The idea behind Net.America originated in 1998, while its founder and CEO, Clare Hines, served as a program manager for NASA, overseeing a major component of NASA's Peer-Review Program. During this time, Ms. Hines applied her technical expertise as chief architect in the design, implementation, and maintenance of NASA's Internet-based Grants Management System (GMS).
Ms. Hines launched the Net.America Corporation in April 2000 with only $10,000 in savings, and under her leadership, the company has grown to more than $6.0M in annual sales. Her entrepreneurial skills have enabled her, over the course of her burgeoning career, to create lucrative opportunities that have increased sales, provided employment for the Washington DC region, and expanded the competitive market of government funded contracts.
Prior to her position at NASA, Ms. Hines also served as a NASA MURED Program Manager, where she was responsible for organizing, staffing, budgeting, directing, planning and controlling a $0.8M/year Peer-Review contract.
Ms. Hines holds a Masters of Science degree in Technology Management from the University of Maryland and a Bachelor of Science degree in International Marketing from Southeastern University. Always seeking to broaden her business knowledge, individual interests, and leadership ability, she has also taken advantage of courses offered through the Tuck School of Business, Executive Education Program and Leadership Maryland, Annapolis, Maryland.

Stacy Williams joined Net.America Corporation in November 2007, overseeing the company's finance operations as Senior Financial Officer. She holds a Bachelor of Arts degree from George Washington University
and has spent the last 20 years of her career in government contracting, DOD, USAID, and the Aerospace industry. She served as Director of Finance for SA-TECH (Systems Application and Technologies, Inc.) where she managed the day to day operations, cost proposal, and all corporate internal audits. Ms. Williams managed a $32 million dollar agency budget as a Senior Financial Manager for the District of Columbia. Most recently, Ms. Williams attended the Tuck Business School
where she successfully completed the Strategic Financial Leadership Program. Her years of experience in the industry covers almost every aspect of the accounting field which has afforded her a successful transition into corporate management.
